(1.) Legal Status:

It should do its activities not for any profit but with an objective to serve the targeted population. (5.) Involvement:

(11.) Non-governmental entity.
Sources of funds may be either owned funds or fees related to specific activities or services and government grants. The staff should have been hired from the non-governmental sector. The organization preferably has sources of funds other than government funds.
(12.) Functioning.

(14.) Staff composition.

(15.) A good record of bookkeeping.
Basic financial records such as cash books, ledgers and audited financial statements updated and exist as evident from audited statement of accounts at least for the last three years.
(16.) Free from litigation,
which will adversely affect the Project activities.
(17.) Clear administrative management policies (esp. for recruitment of staff, staff remuneration, leave and transfers).
