1 FPT Approaches by to reaching these children are considered with respect both to the implications of their role as an alternative provider to the state, as well as of the alternative education services that they intend to offer. In particular, the paper reviews alternative forms of service delivery that have developed to adapt to the needs of specific forms of exclusion, primarily through provision of local and national NGOs supported by international NGOs and donor agencies.
